The moment a vehicle can sit above a wall, that wall carries a surcharge, and a surcharge means a building consent and a chartered engineer's design regardless of how low the wall looks.
A retaining wall holds back soil. Add a driveway on top and it now holds back soil plus whatever parks on it, plus the dynamic load of a vehicle moving. A car is well over a tonne. A delivery truck is several. That load pushes sideways through the soil onto the back of the wall.
The exemption in Schedule 1 of the Building Act specifically rules out walls supporting a surcharge or any load additional to the ground, and it gives vehicle load as the example. There is no height at which a driveway wall becomes exempt.

Almost always reinforced concrete block, steel post and concrete sleeper, or poured concrete. Timber pole walls are a poor fit here, because the load is exactly what timber handles worst over time.
The engineer's design sets the footing size, the reinforcing and how far back the drainage zone has to extend. On segmental walls it often means geogrid layers running well back under the driveway, which changes how much of the drive has to come up during the build.
