Ground that moved once needs a wall that can cope
The soils around the Kaiapoi River are loose sands and silts with a shallow water table, which is the combination that produces liquefaction under strong shaking. Large parts of the town were red zoned afterwards, and residential land along the river has been repurposed.
We favour flexible wall systems here. Gabion baskets deform slightly with ground settlement and keep holding, and timber pole walls tolerate small movements better than rigid unreinforced masonry. Where a rigid wall is genuinely needed, it needs proper engineering rather than a standard detail.

Drainage discharge takes planning on flat wet ground
With groundwater close to the surface and very little fall available, getting a drain coil to discharge properly is the hard part of a Kaiapoi wall. We plan the run and the outlet before anything is dug, and connect to stormwater where discharging to daylight will not work.
A coil with nowhere to go is worse than none, because it collects water and holds it right where you least want it.
Waimakariri District Council handles the consent
Kaiapoi sits in the Waimakariri District, so building consents go to Waimakariri District Council rather than Christchurch City. The council must process a complete application within 20 working days of receiving it, and applications that arrive incomplete are the ones that drag.
We lodge Waimakariri applications regularly, so the paperwork side is routine for us.
Not sure whether your wall needs a consent? Send us a photo and a rough height. Under 1.5m of retained ground with nothing loading it from above is exempt. A driveway, a building, a pool or fill sloping up behind it is a surcharge, and that changes the answer.
